File Manager opens at the game root. The current package contains Binaries, Content, Plugins and Saved.

PathPurpose
Saved/AdminList.txtSteamID64 values granted administrator access.
Saved/BanList.txtSteamID64 values prevented from joining.
Saved/Config/WindowsServerGenerated server configuration.
Saved/Logs/Outlaws.logCurrent game log.

Use the direct entries under Configuration Files for normal admin-list, ban-list and settings changes. Use File Manager or FTP when you need to download files, replace a save or inspect a path that has no panel editor.
