You can spawn dinos on an ARK server from the in-game admin console.

First, join your server, open the console, and enable admin commands:

enablecheats YOURADMINPASSWORD

Quick spawn example:

admincheat Summon Rex_Character_BP_C

That example spawns a Rex near you.

Spawn a dino with a set level:

admincheat SpawnDino "Blueprint'/Game/PrimalEarth/Dinos/Rex/Rex_Character_BP.Rex_Character_BP'" 500 0 0 150

That example spawns a level 150 Rex in front of you.

Blueprint paths need to be exact, so copy them carefully from a trusted ARK command reference. Try not to spawn aggressive dinos near player bases unless that is what you intend. If you are testing, move away from built-up areas first.
